Foreign websites often stall in China because of the third-party hosts their pages call during load: Google Fonts, tag managers, captcha widgets, form scripts, video players and search APIs. The China Dependency Index is our monthly register of 115 external dependencies across 8 categories, compiled from dated GreatFire HTTPS verdicts and 21YunBox network probes.
We compile what GreatFire and 21YunBox publish, keep Alibaba Cloud (阿里云) datacentre timings separate from Beijing China Mobile (中国移动) home-line observations, and log how each row shifts every month. We don’t run our own mainland probes.
What the index measures · 指数说明
A server that answers a synthetic check from an Alibaba Cloud (阿里云) datacentre can still hang in a visitor’s browser when the page calls a blocked third-party host. Each public source tests from a different network vantage point under its own timeout rules, so our register keeps those columns apart rather than blending them into one artificial latency score.
In October 2026, 46 of 94 tested hosts (48.9%) read reachable, up from 20 of 82 (24.4%) in September 2026. Much of that +24.5% shift comes from GreatFire’s late-August 2026 decision to stop counting outright refused mainland connections as evidence of blocking, alongside 21YunBox’s 7 October 2026 withdrawal of 11 vendor-page timings and 12 newly tested hosts. 21YunBox sampled five resources every ten minutes for twelve hours on 28 August 2026 from Alibaba Cloud (阿里云) cn-zhangjiakou with a 30-second timeout, then observed 264 page loads across 88 sites on Beijing China Mobile (中国移动) residential broadband on 30 August 2026 with a 60-second ceiling. One of the five went unanswered from the cloud; four went unanswered on the Beijing home line.

Every monthly edition of the China Dependency Index publishes as a dated report and a machine-readable JSON manifest. Compiled 16 October 2026; next scheduled review: 15 November 2026. As new editions land, this log records how many of the 115 dependencies shifted verdict against the previous month.

Tracking rules · 追踪规则
Each monthly edition compares its 115 entries against the previous monthly edition, starting from the September 2026 baseline. To keep edition-over-edition comparisons reliable, every update follows three rules:
A row moves in the Edition change column only when the same publisher tests the same hostname and protocol on a newer date.
Re-reading a source checks a citation without creating a new test. Withdrawn vendor-page timings or revised publisher rules are logged as evidence changes.
Every monthly edition keeps its own URL and downloadable JSON manifest (/data/china-dependency-index-YYYY-MM.json) so past citations remain verifiable.
